SBA.gov staff evaluates all suggested links using the following criteria:

  • Is the linked website an official government-owned or supported website?
  • Does the linked website provide official government information or services?
  • Does the linked website complement existing information, products and services on SBA.gov?
  • Is the linked website accessible and applicable to a wide audience?
  • Is the linked website’s content relevant, useful, and authoritative for citizens, businesses, and/or government officials?
  • Does the linked website’s information appear to be accurate and current?
  • Does the information duplicate anything that already exists on the site?
  • Does use of the linked website require registration, and if so, is its approach to the collection of personal information consistent with SBA’s privacy and security policies?
  • Is the linked website user-friendly?
  • For links to SBA event cosponsors: is the web page specifically intended to support the cosponsored activity and is free from product placement?

SBA will not link to:

  • Websites that encourage the public to contact members of Congress or other federal officials, as well as state or local officials, on behalf of an Administration position with respect to pending legislation, regulations, policies, appropriations, or ratification actions
  • Websites which are primarily commercial in nature (i.e., advertising a product, charging a usage fee, soliciting user information, etc.)
  • Websites which violate federal ethics policies or only promote or endorse non-federal products or services
  • Websites that are deemed to be misleading, contain unsubstantiated claims, or are determined to be in conflict with SBA’s mission
  • Websites which charge a user fee for access
  • Websites which exhibit hate, bias, or discrimination and/or promote one political party over another

Section 207(f) of the E-Government Act of 2002 (Pub. L. 107-347) stipulates that all federal agency public websites identify and post the following mandatory links on major entry points of their sites:

  • Agency strategic plan and annual performance plans
  • Descriptions of agency organizational structure, mission, and statutory authority
  • Information made available under the Freedom of Information Act (FOIA)
  • Specific website privacy policies
  • USA.gov
  • No Fear Act information and data
  • Agency point of contact for small businesses as required by the Small Business Paperwork Relief Act of 2002
  • Other cross-government portals or links required by law or policy

We may link to information in accordance with our linking policy, even if the other website does not link back to SBA. SBA does not routinely engage in reciprocal linking.

Any public or private entity may link to SBA.gov as long as the descriptive words of SBA.gov are accurate and not misleading and do not misrepresent any relationship between the linking site and SBA.gov. Entities may not use the SBA logo as its link.

Advance permission is not required to link to SBA.gov provided these conditions are followed.

Government information on SBA.gov is in the public domain. Public domain information may be freely distributed and copied, but it is requested that in any subsequent use, SBA’s information be given appropriate acknowledgement. When using SBA.gov you may encounter documents, illustrations, photographs, or other information resources contributed or licensed by private individuals, companies, or organizations that may be protected by U.S. and foreign copyright laws. The Notification and Federal Employee Anti-discrimination and Retaliation (No Fear) Act of 2002 was passed by Congress and signed by President Bush on May 15, 2002, and became effective on October 1, 2003. The Act applies to federal employees, former federal employees, and applicants for federal employment.

The No Fear Act requires federal agencies to:

  • Reimburse the Judgment Fund for any funds paid on discrimination and whistleblower related judgments, awards, or settlements in cases brought to Federal District Court
  • Notify employees and applicants for employment about their rights and remedies associated with violations of discrimination and whistleblower protection laws
  • Provide an annual report on the implementation and enforcement of the Act to Congress, the Attorney General, and the Equal Employment Opportunity Commission (EEOC)
  • Post statistical data relating to Equal Employment Opportunity (EEO) complaints on the Agency’s public website
  • Develop an effective training program that supports the Act’s objectives
  • Develop an appropriate disciplinary policy regarding actions against Federal employees who discriminate or retaliate in violation of the laws covered by the Act

In addition, Title III of the No Fear Act requires federal agencies to post certain statistical information on their public web sites concerning complaints of employment discrimination filed with them by employees, former employees and applicants for employment under 29 C.F.R. Part 1614. The specific data to be posted is described in section 301(b) of the Act and 29 CFR 1614.704. The required summary statistical data for EEO complaints filed with the SBA is posted below.

Section 508 of the Rehabilitation Act is a law that requires any Information and Communication Technology developed, procured, maintained, or used by federal agencies to be accessible for people with disabilities. This includes websites like SBA.gov.

The U.S. Access Board established practical requirements for accessibility as part of Section 508. Version 2.0 of the Web Content Accessibility Guidelines (WCAG) are part of Section 508 requirements and lay out requirements for web designers and developers.

Please note that 711 access is not available for Captioned Telephone Service (CTS), Internet Protocol CTS, Video Relay Service (VRS), or Internet Protocol Relay Service (IP Relay Service).

The Federal Communications Commission (FCC) adopted 711, instead of a 10-digit state-specific access number, to make using TRS as simple as possible.

TTY-based Telecommunications Relay Services have traditionally allowed people with hearing or speech disorders to use the telephone system via a teletypewriter (TTY) or other communication devices to call persons with or without similar disabilities. State or federal funds pay TRS providers – generally telephone companies –for the costs of providing these services. There is no cost to the TRS user.

There are two types of cookies:

  • A session cookie is a line of text stored temporarily in your web browser’s memory cache. Session cookies are not placed on any hard drive and get deleted as soon as you close your browser.
  • A persistent cookie saves to a file on your hard drive. The website that set the cookie can use it to remember your past activities when you return to the site.

SBA.gov uses session cookies for some online tools, to pass information from one page to the next while you’re using them.

We use persistent cookies so that Google Analytics can differentiate between new and returning SBA.gov visitors. Persistent cookies remain on your computer between visits to SBA.gov until they expire.

Sometimes, SBA.gov will link to third-party services (like video streaming or event registration) on our site. These sites may set a persistent cookie when you access the content.

Unless it’s necessary for law enforcement purposes, we do not try to identify individual users and their usage habits. We follow the National Archives General Records Schedule rules about deletion of server logs.

To help minimize that risk, and in accordance with the U.S. Department of Homeland Security (DHS) Binding Operational Directives (BODs), SBA encourages cybersecurity researchers to report vulnerabilities that they have discovered so that SBA can take appropriate action to fix those vulnerabilities and keep our stakeholders’ information safe.

  • Make every effort to avoid privacy violations, degradation of user experience, disruption to production systems, and destruction or manipulation of data
  • Only use exploits to the extent necessary to confirm a vulnerability. This includes not using an exploit to compromise or exfiltrate data, establish command line access and/or persistence, or use the exploit to “pivot” to other systems.
  • Once it is confirmed that a vulnerability exists or gaining access to any of the sensitive data outlined below, stop the test, and notify us immediately.
  • Keep confidential any information about discovered vulnerabilities for a minimum of (90) calendar days after the cybersecurity researcher has notified SBA through the process described herein

  • sba.gov and all subdomains
  • sbir.gov and all subdomains
  • business.gov and all subdomains
  • nwbc.gov and all subdomains

Any services not expressly listed above, such as any connected services, are excluded from scope and are not authorized for testing. Vulnerabilities found in non-federal systems from our vendors fall outside of this policy’s scope and should be reported directly to the vendor according to their disclosure policy (if any). If cybersecurity researchers are not sure whether a system or endpoint is in scope or not, contact CISO@sba.gov before starting research.

If the cybersecurity researcher encounters any of the below on our systems while testing within the scope of this policy, stop the test and notify us immediately:

  • Personally Identifiable Information (PII)
  • Financial information (e.g., credit card or bank account numbers)
  • Proprietary information or trade secrets of any party

The following test types are not authorized:

  • User interface bugs or typos
  • Network denial of service (DoS or DDoS) tests
  • Physical access testing (office access, open doors, tailgating)
  • Social engineering such as phishing or any other non-technical vulnerability testing

The cybersecurity researcher should submit any vulnerability reports to the SBA vulnerability intake portal.

Reports should include the following details:

  • Description of the location and potential impact of the vulnerability
  • Date and time that the vulnerability test was executed
  • A detailed description of the steps required to reproduce the vulnerability. Proof of concept scripts, screenshots, and screen captures are all helpful. Please use extreme care to properly label and protect any exploit code.
  • Any technical information and related materials needed to reproduce the issue

Please keep vulnerability reports current by sending any new information to CISO@sba.gov as it becomes available. To the extent possible reports should be encrypted.

After review, SBA may share some vulnerability data with the other federal agencies, as well as any affected vendors or open source projects.

However, disclosure of a vulnerability in the absence of a timely remediation increases risk to our stakeholders’ data, and so we ask cybersecurity researchers to refrain from sharing SBA’s vulnerability information with others while we work on our remediation approach.  If others should be informed of the vulnerability before the appropriate remediation is available, please let us know so we can coordinate.

SBA may want to coordinate a public notification with a cybersecurity researcher to be published simultaneously with the remediation, but cybersecurity researchers may self-disclose if they prefer.
