Office of Congressional and Legislative Affairs

The Office of Congressional and Legislative Affairs (CLA) aims to advance SBA’s legislative priorities in the U.S. Congress, promoting the growth and resilience of American small businesses.


CLA serves as SBA’s principal point of contact with the U.S. Congress. The office facilitates all legislative activity and interfaces with Congress on all matters related to SBA, including:

  • Review of legislation
  • Coordination of SBA’s formal policy positions
  • Technical assistance to Congress
  • Constituent casework
  • Legislative inquiries
  • Program briefings
  • Coordination of agency appearances at Congressional hearings and testimony

Inquiries should be sent to clainquiry@sba.gov.  

Please be sure to include:

  • A Privacy Release form (signed and dated – no more than 6 months old)
  • The relevant SBA program and/or loan number
  • What is being asked of the agency
